First off, i build ALL of my desktops... but for some people, cheap oem's like this are fine.

Honestly, 4GB DDR3, 320GB hard drive, 20" monitor, for 400 is not bad.

You can always buy a new cpu and put it in as well

btw, $30 to upgrade to win 7 home premium seems to be worth it.
