Staples rebates are never regional. Even if your ad doesn't say so, you can still file the rebate.

Your math here doesn't add up. $12.99 - $3.00 = $9.99. Then $9.99 - 8.00ER (Staples Gift Card) = $1.99. Why do you think the ER is $8.00 instead of $8.99 like the OP says?

but you can still buy the paper items and use the $10 off $30 Office Depot coupon that is out there (expires 9/15/10)
If you really want the flash drive you could just buy that one item separately w/o the Office Depot $10 off $30 coupon.

The coupons state that items receiving instant rebates don't apply to reach the $50. So would this deal really work as both the paper and USB has an instant rebate attached to their deal.

wrong! the rebates are applied for online, they are not instant.

The usb has a $3 instant savings in the deal and the HP Paper has $1.80 instant savings in the deal (on top of the easy rebates). My question is will the price after the instant savings be applicable to the coupon $50 total, or will the price of the entire item not count. The price after instant savings still totals over $50 if you include the part left over after the instant savings is taken off.

The price after the instant savings counts towards the $50
the fake $20 off $50 in-store coupon from SDer that still scanned okay this morning in my Staples was showing on my receipt as "$20 off any C & P order of $20 or more with online submission, expiry date 12/31/2010". Lucky me, store cashier didn't catch that.

Hey it doesn't matter. Even if they are regional just show them the ad from other region, they are supposed to price match unless its clearance. Here is a link to their PM policy and the relevant quote:
"What if I find a lower price at Staples? If you find a lower price in one of our stores, catalogs or on Staples.com®, we’ll gladly match the lower price. If an item is marked “clearance,” the clearance price is only valid for an in–stock product that is marked at that clearance price."
Just submitted SER's for these. I hadn't realized that the photo paper SER would come as a Visa gift card w/ Staaples logo on it. Happily there's the option for getting a check instead of GC since one can no longer convert Staaples rebate GC's to check by calling MetaBank. Kinda tricky how the Staaples Visa GC looks a lot like a Staaples GC so one might think that one had to use it at Staaples.
